LAUNCH OF ‘FOUR MILLION HOMES’ – Knowledge and Action for Change in Social Housing, a new training programme for social housing residents

The Four Million Homes programme is a new government initiative which has been designed to be a catalyst for change in social housing – providing free knowledge, guidance, and training to residents across the sector on their rights and on the duties of social housing landlords.

Funding has been awarded by the Department for Levelling Up, Housing and Communities to the Confederation of Housing Co-operatives to implement and co-ordinate the work of this programme from 2023-2025, and EMCLH is one of the organisations that will be delivering accredited training sessions in Nottingham and Leeds.

The formal online launch event takes place on:

Wednesday 19 April at 3 pm  

The event will look at the policy context for the programme from both a Government and resident perspective, outline the key elements of the programme and how residents can get involved, and what landlords should do.  Invitees to the event could include social housing residents including shared ownership and leaseholders, social housing networks and federations, Local Authorities, Chief Executives, operations teams, tenant engagement workers, media, and other social housing allies etc.

The event will launch the programme, this includes: 

  • the training programme  
  • the webinar series 
  • the full website – online booking for events, newsletter sign up, resident information about their rights and landlord responsibilities, signposting for further resources 
  • the social media campaigns – themes to raise the profile of the programme, rights and responsibilities and to highlight key issues 
  • the Resident Sounding Board – the opportunity to shape the programme and influence national policy. 

The training sessions will be delivered in Birmingham, Bristol, Leeds, Liverpool, London, Newcastle and Nottingham and will cover: 

  •  Resident rights and getting voices heard 
  •  Equality, diversity and inclusion 
  •  The role of Resident Panels 
  • How to set up and engage in Resident Associations 
  • Landlord legal responsibilities 
  •  Landlord regulatory responsibilities 
  •  Funding and financing of landlords 
  •  Options for community control 

All residents in the social housing sector are encouraged to join the training sessions and the programme’s wider campaign:
